UK and France Plan to Send Military Personnel to Ukraine if a Peace Deal is Finalized

Placeholder Diplomatic Meeting

The London and Paris have inked a memorandum of understanding concerning the stationing of military forces in the nation in the event a peace agreement be struck with Russia, the British leader, Starmer, has stated.

After discussions with Kyiv's partners in the French capital, he indicated that the UK and France would "set up military hubs in various parts of Ukraine and build protected facilities for arms and defense matériel" to discourage any subsequent attack.

The allied nations also suggested that the United States would assume leadership in monitoring a ceasefire.

The Kremlin has on multiple occasions stated that any external forces in Ukraine would be considered a "legitimate target", but has not yet issued a statement on this new development.

Background and Ongoing Hostilities

The Kremlin's head Vladimir Putin launched a major offensive of Ukraine in the start of last year, and Russian forces at this time controls roughly 20% of Ukraine's sovereign soil.

"This is a vital part of our commitment to be alongside Ukraine for the long-term," stated the British leader.

Top officials and top officials from the "Partner Group" were involved in the recent discussions.

He stated at a shared media briefing, he noted: "It paves the way for the operational parameters under which allied and coalition forces could work on the ground in Ukraine, securing Ukraine's air and maritime domains, and regenerating Ukraine's military for the time to come."

The British leader added that Britain would participate in any American-headed verification of a prospective truce.

Security Guarantees and Negotiation Stances

Senior Washington representative Steve Witkoff stated that "long-term defense assurances and strong economic promises are essential to a permanent resolution" in Ukraine – referring to a major demand made by Kyiv.

Witkoff indicated the coalition had "mostly completed" their work on finalizing such guarantees "so that the Ukrainian people know that when this war ends, it ends for good."

Jared Kushner, US President Donald Trump's representative, also took part in the talks.

Meanwhile, French President Emmanuel Macron stated that Ukraine's allies had made "major advances" at the meeting.

He said that "comprehensive" defense assurances for Ukraine had been settled upon in the event of a potential ceasefire.

Ukrainian President Volodymyr Zelensky said that a "significant development" had been made in Paris, but cautioned that he would only deem efforts to be "enough" if they resulted in the cessation of the war.

Earlier, Zelensky suggested a peace agreement was "90% ready". Agreeing on the remaining 10% would "shape the future of peace, the future of Ukraine and Europe".

Outstanding Matters

  • Sovereign soil and defense assurances have been at the forefront of key disagreements for negotiators.
  • The Russian President has often said that Ukrainian troops must withdraw from the entirety of Ukraine's eastern Donbas region or Russia will occupy it, rejecting any compromise over how to conclude the war.
  • Zelensky has thus far excluded giving up any territory, but has proposed that Ukraine could move its troops to an agreed point – but only if Russia reciprocates.

Russian forces currently holds approximately 75% of the Donetsk region and around 99% of the bordering Luhansk region. The pair of oblasts form the area of Donbas.

The initial US-led multi-point framework that was circulated to the media last year was perceived by Kyiv and its EU supporters as being disproportionately favorable in Russia's favor.

This triggered a period of focused discussions – with all sides trying to revise the draft.

Last month, Kyiv submitted the US an updated framework – as well as distinct documents describing prospective security guarantees and arrangements for Ukraine's rebuilding, he added.
